TECHNICAL EXPERIENCE 
In his 28 years in health care, Mr. Higgins has extensive experience in hospital consulting and administration. As a vice president for AMS, he specializes in the provision of advisory services for hospitals, which include a variety of productivity enhancement studies that address staff utilization, work methods, and management reporting systems. This experience includes: 

  • Development and implementation of hospital-wide staffing benchmark reporting systems and standard cost-accounting models 

  • Conduct of numerous detailed methods improvement studies for hospital departments 

  • Conduct of standards development studies for all major hospital departments 

  • Performance of facility/physical layout studies 

  • Development of cost/benefit analysis on major capital equipment purchases 

  • Assistance in the development of productivity enhancement/incentive pay systems 

Prior to joining AMS, he was Vice President of Clinical and Administrative Services at Winchester Hospital. The responsibilities of this position included planning, organizing, directing, coordinating, and evaluating the activities of 22 departments which comprised the Clinical and Administrative Services Division. Additional project responsibilities included:

  • Development and initiation of a joint venture for the provision of Advanced Life Support Ambulance Service with three area hospitals servicing ten surrounding communities 

  • Initiation and implementation of a mobile MRI (magnetic resonance imaging) service 

  • Coordination and day-to-day management of a $5,000,000 maternity renovation project 

  • Development and initiation of a physician's telephone answering service 

  • Chairman/member of numerous hospital committees 

  • Initiation and coordination of new hospital-wide telephone system 

  • Development and coordination of off-site parking program
